Meet Our CEO
Justin Oliver is an accomplished executive, investor, and entrepreneur with over 25 years of experience spanning the private, public, and non-profit sectors. Throughout his career, he has provided strategic counsel to Senators, Governors, Mayors, and CEOs.
Currently, Mr. Oliver serves as the President and CEO of Oliver Properties, LLC, a Richmond, Virginia-based real estate investment, development, and asset management firm. The company specializes in multi-family real estate investments and development, with a portfolio that includes over 3,500 apartments, townhouses, and offices across Colorado, Massachusetts, New Hampshire, Virginia, and Washington D.C. Under Mr. Oliver's leadership, the company has acquired and developed assets exceeding $500 million in value.
In addition to his role at Oliver Properties, Mr. Oliver recently completed his tenure as Chairman of AHC, Inc., Virginia's largest non-profit multifamily developer. AHC, Inc. boasts a substantial portfolio of $1.3 billion in assets, comprising over 9,000 apartments across Virginia, Maryland, and Washington, D.C.
Mr. Oliver's diverse experience and proven track record in real estate development, investment, and leadership positions him as a respected figure in both the business and non-profit communities.

The Future of Highland Woods
Oliver Properties has two properties under development, including a $58 million transformation of Highland Woods Apartments and Highlands Townhouses in Highland Springs, VA. This project will double the community's size to 323 units by renovating 156 existing apartments, upgrading the 62-unit Bellsun Apartments, and constructing 99 high-end, townhome-style units with garages and 2.5 bathrooms.
Designed to meet the needs of modern renters, the expansion also introduces new amenities such as playgrounds, a community green, a nature area, an expanded pool, and a new leasing office. This development reflects Oliver Properties' dedication to creating vibrant, high-quality communities in Richmond’s East End.
